I have been told that the HOA management company is requesting.15 per page for the membership for Board Member minutes.
Is that correct?

The association is allowed to charge you up to $.15 per page for copies of any association record. They must allow you to see any record for free. Many associations simply post minutes on their web site for anyone to make their own copies but many don’t and use the cost to limit access to association records.
The difference here is that for associations that want to run a transparent community they encourage access to association records but other don’t and simply want to make money any way they can.
