How to file a complaint against the HOA’s management company
I forgot to ask, see title. The current BOD are not cooperating and they have been in office for over 15 years. They do not care.

If you feel this way most likely the rest of the community, feel the same way. Organize a petition to recall the board. The recall process requires a petition for a special meeting of the members for the purpose of recalling the entire board, you will need the signatures of 25% of all homeowners.
As to not cooperating with the records request you can file a petition to the AZ Dept. of Real Estate to force the board to comply with the law for records request ARS 33-1805.
