Angela,
You are entitled to see all financial records of the association including bank statement under Arizona law. The association is not required to send out financial record on a routine basis or to have board meeting at a specified frequency. the board decides when they want meetings, or it is established in your bylaws. Yes the community manager works for the board, I’m not sure what you mean when you say only the board can excuse the HOA. If you are talking about the community manager, they are not the HOA.
Yes as a homeowner getting familiar with the governing documents of your community is extremely important.

Hi Dennis – What I mean is the HOA board can excuse the HOA property mgmt company. We now have no landscapers, I complained and I noticed they cut the bushes around my unit and no where else. I have spoke with other people in the community, things they have asked the HOA to do still has not been done. When I text the HOA president he tells me to call the HOA property mgmt company. I hear nothing back. I even spoke with the owner of the property mgmt company and he tells me I’m the first one that ever said anything about what was going on. He asked if went to HOA meetings, I tell him there aren’t any since being here. You hear from no one. I have another person from the community working with me in getting this HOA board changed. I notice the residents in this community are quite old. I see new young residents moving in, but most of the residents are 70 and older. One actual said if we ask for anything the HOA fee is going to increase. They should not be paying the amount they are paying. We have a pool, electric for the walks and landscaping, that is it. I don’t know what my next move is.
Angela,
Talk to neighbors. surely you are not the only person that sees this. get as many involved in trying to fix this as possible. then call or text the board president and ask when the next board meeting will be held, and attend that meeting with as many of your neighbors as possible. Never try to affect change alone you will be singled out, intimidated and retaliated against. Ask the board why the landscaping is not getting done and why the management company refuses to answer any questions from homeowners. What are they getting paid for if they are not doing their job? There are many management companies that will. Far too often seniors avoid conflict of any kind and shy away from confronting boards for not doing their job and you all become victims of neglect and abuse because they can.
