Recall BOD
If one board of directors is recalled can the rest of the board a sign appoint a replacement or does it have to go to the community for a vote

Based on Arizona law The association board is authorized to appoint board members to fill vacancies as long as the vacancies are less than a majority of the board positions. If you have a 5 member board The board can fill up to 2 vacancies by appointment. If 3 vacancies exist, the board does not have a quorum and therefor can take no action whatsoever. So, a special meeting of the members will be required to elect the replacement board members to fill the unexpired term of the vacancies.
