Prep for Annual Meeting of Member
Our condo bylaws read that “owners may also transact other business of the association that may properly come before them” – this is in the section titled “Administration, Meeting of Members”.
Does this mean that homeowners can ask the property manager to put issues onto the agenda for the annual meeting? Usually the main thing that happens is the election and choosing officers.
If homeowners can transact other business, what does that mean and how would we prepare for doing it?

The annual meeting is a meeting of the members, not the board. The members must be allowed to ask any question or discuss any issue. If the members want to vote on any issue, it must be added to the agenda and included on the ballot that is provided for absentee ballots. The members decide who can talk and for how long they will talk about any issue. While the board may sit in the front of the room, their role is to answer questions and present information to the members. While a community manager may facilitate the meeting, they cannot control the meeting. If the board or community manager refuses to put any issue on the ballot for the members to vote on, that the governing document gives you the power to decide, then you can generate a petition signed by 25% of the community (typically) to force the issue to be placed before the membership.
The board can control its own meetings, but you must be allowed to control the members’ meetings.
