I posted last September that Civano HOA Board voted on and approved a 10% increase in assessment without informing homeowners of the proposed budget or the vote. Years past the proposed budget was sent to owners in November and voted on at the December board meeting. In 2024 they surprised everyone by meeting in secret in August, when many owners were living in summer residences in other states. Copies of the proposed budget were NOT mailed to the owners by USPS or posted on the web site. Select owners who are friends with board members were afforded an opportunity to see the proposed budget, but for most owners there was no opportunity to review the proposed budget, ask questions or participate in discussion until they hastily posted the September agenda just 48 hours before they voted yes on the 10% increase. The Board held another secret meeting with their friends in February 2025 and revised the budget for 2025- revision during the operating year -making trivial reductions to postage by now refusing to send members/ owners anything by mail. When I questioned the board on their actions, they stated the budget was not board activity but the product of the finance committee of select homeowners- their friends- who created and proposed the budget. The board said they simply voted yes and had nothing else to do with the budget, even though the chairperson of the finance committee is a board director. Hilarious abdication of accountability. Please keep up the needed work on legislation. This session was disappointing, and you are honorable to hang in there and keep trying.
