Annual Meeting requirements
Our HOA held their annual meeting for the BOD. There were no new names so the meeting was basically pointless. However, quorum was not met for the first meeting. The BOD adjourned the first meeting, then 15 minutes later opened for a 2nd meeting to meet the required quorum. Our Bylaws state 30% is required for 1st meeting and only 15% is required for 2nd meeting. My question is can they legally do that? Hold a second meeting 15 minutes later, using the previous votes to acheive quorum for the Annual meeting?

Absolutely. It is the same meeting. When a meeting does not satisfy quorum it is not held, so it cannot be adjourned and can be reconvened at later date or time. The sooner the better. For those communities with automatic quorum reduction requirements a 15 minute recess is typical.
