CC&R Amendment Cost
Normally the cost to pursue a CC&R amendment is born by the dues paid by the homeowners. For a planned community, is there any law that would prohibit a homeowner from paying for, or contributing to, the cost of this process? The HOA guiding documents are silent on this.

All operation and and administrative cost of the association are common expenses born by the homeowners. The association has only one source of income and that is assessments. So yes, the cost to revise the governing documents are borne by the homeowners. And no Arizona law prohibits this nor should it.
