Vote Tie Procedure
At our annual meeting, there were three open spots and four people that ran for those spots. Three of the four were existing board members.
There was a tie for the third spot. How should’ve the tie been broken?

By use of a runoff election.

What happened is the management company handed out slips of paper to those in attendance and had them right the name of on of the two that tied. The board member kept his spot.
I’m guessing this isn’t the kind of run off you were referring to.
You would be correct. Unless a quorum of the community was physically at the meeting this approach was totally illegal. If a quorum was physically at the meeting than this was appropriate.
