Election ballots

During an election, can a candidate for the Board go door-to-door, provide a copy of the ballot (not the ballot that was mailed to the member), collect and then deliver the signed ballots via fax to the management company?

While I have legislation that will clarify some of this in process for the coming legislative session, there is little in current statute dealing with this. You can go door to door and hand deliver a copy of the unaltered official ballot for the community, and you can advocate for certain candidates or issues on that ballot. But it ends there. The individual homeowners have to then transmit the ballot either in person or by mail or fax back to the association. Ballot harvesting is a form of proxy voting and that is specifically banned in Arizona.
