Can HOA deny a privacy fence if the CC&R’s allow it?
Can HOA deny construction of a privacy fence if the CC&R’s say it’s allowed as long as we use the specified material (masonry block) as stated in the CC&R’s?

Your association has no authority to prevent a privacy fence constructed in accordance with the requirements of the governing documents. They do have the authority to require you to apply for that act thru their ARC.
