Board – working meeting, no decisions, email

I find it challenging as a board member to work on documents, updates, … If we, as a board, are not making any decisions but only constructing, editing, clarifying…documents (that will eventually be motioned/voted on at a board meeting) is this type of communication and work not legal per the open meeting law? Assume enough board members on the mail to make a quorum.

I understand your problem but to allow legitimate working meetings in any way within statute will inevitable led to association. Lawyers telling board they can do everything by working meeting and only take the vote in open meetings. This was the specific reason why the informal meeting provision was established in law. The abuse of some to the detriment of all others. My bill proposal for open meeting will seek to relax the restrictions on informal meetings but would not help you in your situation.
The best way for you to dea” with this issue is to assign subcommittees of the board or member to work on these projects. If you have two board members and three homeowners working on these administrative task a lot can get done without violating the open meeting laws and better relations will be fostered with the community at the same time.
